DRAKESVILLE CITY COUNCIL
REGULAR COUNCIL MEETING
JANUARY 10TH, 2019 7:30 PM
Regular council meeting was called to order at 7:30 PM January 10th, 2019, council persons present were Sharon Sines, Chris Day, Karen Rudd, Terry Bradley and Mayor Robert Sampson, absent was council person Sharon Roland. Guests present were Rock Johnson, Fire Chief, Joe King, Park Board, Jessica Small, Lily Cline, Ashley Walkup and John Schroeder.
Minutes of the December 3rd, 2018 meeting were read by City Clerk Susan Hopkins, Sharon Sines moved to accept the minutes, 2nd by Terry Bradley, motion carried.
Minutes of the January 10th, 2019 Park Board meeting were read by Clerk Susan Hopkins, Sharon Sines moved to accept the minutes, 2nd by Karen Rudd, motion carried. Joe King advised the council he did have two city residents volunteer to be on the Park Board, council will swear them in at the next council meeting. Ashley Walkup, City Attorney spoke to the council about the Park Board, vacancies can be filled by appointment of the Mayor with council approval. The ordinance can be amended to allow people in surrounding townships to run for and be elected to the Park Board; the Park Board can also be dissolved following the proper steps. Following a discussion council agreed to have the ordinance amended so citizens in adjoining townships can run for the Park Board. Chris Day moved that a cell phone be provided for park reservations, 2nd by Sharon Sines, motion carried. The Mayor will look for a low cost phone for this purpose. Discussion about a portable restroom the Reunion is placing on city property without first consulting with the city, the Mayor will try to attend the next Reunion meeting to find out more about it, if it’s on city property the city will be responsible for it.
John Schroeder, Davis County Development spoke to the council about a housing project he has been checking into for middle/low income families.
Rock Johnson reported the Fire Dept generator still has not been hooked up, he will contact the electrician again about getting this done, reported the Firemen had trouble getting the doors open when the electric pole was hit by Quik Time. Reported on January 12th they would be covering Bloomfield FD area and on January 19th Bloomfield would cover for Drakesville so they could both have their Christmas parties.
Financial report was presented to the Council, Chris Day moved the report to approved, 2nd by Sharon Sines, motion carried.
Road Report, Chris Day reported the pot holes need filled in with rock, Mayor Robert Sampson will order another load of rock. After a discussion about the streets, Mayor Robert Sampson will check on someone to scarify the streets.
Chris Day reported he had gone thru the Employee Handbook and believed it included everything required by ICAP.
After a discussion about insurance coverage on city property council requested Clerk Susan Hopkins check on how much the premium would increase to raise the replacement value of the Shelter House to $65,000 and $10,000 for contents, the Log Cabin to $25,000 and the Fire Station to $120,000.
City will need to get bids for someone to manufacture bleacher railings to comply with ICAP
Council discussed changing the monthly meetings to the first Thursday night of the month instead of Monday to better work with everyone’s schedule. This will be placed on next month’s agenda.
Budgets for fiscal year 2019-2020 are due from all Departments at February’s council meeting
Sharon Roland emailed a flyer about the City website; council will look at the web site and discuss this next month.
Terry Bradley moved to adjourn the meeting, 2nd by Chris Day, motion carried. Meeting adjourned
